G'day, Claude and everyone. The short answers to your questions are:
1. "I doubt it" and
2. "No!"
To recap, here is the events timeline since the project was begun almost 4 years ago:
1. The Canadian Contest Community was consulted to gather opinions and suggestions through 2006 and early 2007.
2. A report was published in April 2007 detailing the findings: http://www.radiosport.ca/callsign/RSC-documents/RSC_Community_Report2.pdf
3. The report was presented to the RAC Executive and was adopted for inclusion on the agenda of the Fall-2007 CARAB meeting
4. RAC discussed the proposal with IC at the October 2007 CARAB meeting
5. Further discussion with IC on this topic took place in May and July 2008
6. In October 2008 we were advised by President Dave that IC had essentially turned down the concept.
Any further comments on this undertaking will have to come from the RAC executive.
