Hi Victor,
what I would do is look around first to see different installations from local OMs in your area. Then knock on the door of the tallest tower owner and ask him if he has had any problems. If not just pick a weekend when the city people don't work and put it up, kind of like...it has been there forever. If no towers and antennas present in your city then better call up city hall on a thursday (payday) or a friday, never on a monday no no no!!! and ask if regulations are provided for installing a tower. Be as nice and charming as you can be of course.
How tall will it be anyways?
